The Executive Committee will provide a forum for the consideration and agreement on issues relating to the competences of two or more ministers, the prioritisation of executive and legislative proposals and the recommendation of a common position, if necessary (e.g. B in the context of the examination of external relations). 5. If such a declaration is not made within twelve months of the inclusion of this Section in this Constitution or within a longer period provided for by law, this Section shall lapse and be omitted from any official text of this Constitution subsequently published. The agreement consists of two interconnected documents, both agreed in Belfast on Good Friday, 10 April 1998: issues of sovereignty, civil and cultural rights, weapons dismantling, demilitarization, justice and policing were at the centre of the agreement. The power-sharing agreement negotiated in 1998 between the Irish Government, the Government of the United Kingdom and the parties in Northern Ireland was a decisive step towards lasting solutions to the issues outlined in the Good Friday Agreement and subsequent agreements. The agreement reached was that Northern Ireland was part of the United Kingdom and would remain so until a majority of the population of Northern Ireland and the Republic of Ireland wanted something else. Should this happen, the UK and Irish governments will be required to “have a binding commitment” to implement this decision. 1. The Participants note that the development of a peaceful environment on the basis of this Agreement can and should mean the standardisation of security measures and practices. The agreement establishes a framework for the establishment and number of institutions in three “policy areas”. 6.
Therefore, in a spirit of concord, we strongly recommend the approval of the people, North and South. (iii) in an appropriate format to discuss institutional or cross-sectoral issues (including as regards the EU) and to settle disputes. .
